The Watchdog Says the Agency Is Not Cooperating

The Intelligence Community Inspector General told Congress that CIA Director John Ratcliffe has not produced records needed to determine whether there was a COVID-19 origins cover-up — or whether analysts were illegally monitored.
In case you haven’t heard: on 02 July 2026 it was reported that Intelligence Community Inspector General Christopher Fox informed Congress that the CIA has not been fully cooperating with his inquiry.
The specifics matter. Fox said Director John Ratcliffe failed to provide records critical to determining whether elements of the U.S. Government engaged in a cover-up of COVID-19’s origins. He also called it "concerning" that Ratcliffe’s response was, in substance, that there is no evidence analysts were illegally monitored — a conclusion that is difficult to reach without producing the records that would show it either way.
The inquiry traces directly to the 13 May 2026 testimony before the Senate Homeland Security and Governmental Affairs Committee describing illegal monitoring of personnel assigned to the Director’s Initiatives Group while they reviewed COVID assessments.
Senator Chuck Grassley: "Americans deserve a full accounting of COVID-19’s origins ... especially whether whistleblowers were unlawfully monitored."
An agency that will not hand over its records to its own Inspector General is telling you what it thinks oversight is for.
